I think until you have a bad crash or you are a newby there is no need to take any test.

I would rather think that this helps the case I put forward and that drivers need some form of education or driving road skill to relieve them of the neanderthal qualities that make them inferior to other transport sectors.

Sorry Steve but I have to disagree with regard to Taxi Today, I enjoy reading it and in fact I distribute it to the local drivers. They always give positive feed back so it can't all be bad.
