Mayor announces fall in cab-related attacks on women
 
- crackdown on illegal minicabs continues to produce results

The Mayor of London, Ken Livingstone, today announced a 46 per cent reduction in cab-related sexual offences over the last five years.

The latest figures reveal that the number of cab related sexual offences have fallen year on year between 2002 and 2007. They have fallen from 157 cab-related sexual offences at the end of November 2002 to 84 at the same time in 2007.

This reduction has been brought about firstly through the licensing system for minicab operators, drivers, and vehicles that Transport for London has operated since 2001. Unlicensed minicabs are now illegal and licensed minicabs must always be booked through an operator - those that tout off the street are illegal even if they operate from a licensed minicab firm.

 
Secondly, the Safer Travel at Night Campaign, where the Mayor has worked in partnership with Transport for London and the Metropolitan Police Service to reduce the use of illegal cabs, has led to many more women becoming aware of the risks of using illegal cabs. This has contributed to a significant reduction in the number of women willing to use illegal cabs in the West End - down from 18 per cent to 4 per cent since 2003.

Through raising awareness of the dangers of getting into an illegal cab, as well as targeted police operations against taxi touts, getting home at night is now safer.  The expansion of the night bus network, and initiatives such as Cabwise, which provides Londoners with a 24-hour text service that provides the numbers of local black cab and licensed minicab and firms, have increased the options for people out at night in the capital.

Cabwise was set up two years ago, and has seen a continuous rise in the number of text requests, with more than 13,000 requests last Christmas alone. People simply text the word 'HOME' to the Cabwise number, 60835, and the service uses mobile phone technology to locate the area that they are texting from. It then texts back with phone numbers for a black cab company as well as two local licensed minicab firms.

The Mayor said: "Through Transport for London's licensing of the minicab trade, and through our work with the Metropolitan Police, we have continued to crack down on illegal taxi touts, and make London safer to travel at night. This work has led to a dramatic reduction in cab-related attacks on women. It has also led to more women becoming aware of the dangers of illegal minicabs, and increasingly unwilling to risk using them.

"At this time of year it is incredibly important that we continue to get the message out that, because of the options that are now there, no-one ever has to use an illegal minicab. Over the coming year we will continue to work to eradicate illegal taxi cabs from London, and to keep improving late night travel."

David Brown, Managing Director of Surface Transport said: “We work hard to ensure that London is a city you can enjoy safely at any time of the day and night wherever you are.

“Crime is down on both the Tube and London’s buses and TfL has licensed London’s minicab trade. There should be no reason to use an illegal cab, and to do so is risking your personal safety.”

Commander Shaun Sawyer, from the Metropolitan Police Service, said:  "We are pleased to offer our continued support to the Safer Travel At Night campaign, which highlights the dangers of getting into unlicensed cabs in the capital.  Everyone has the right to travel safely and free from menace in London.

 

"It is important that people out and about in London over the festive season enjoy themselves without putting themselves at risk and make safe choices for their journeys home."

The Cab Enforcement Unit, which is part of the TfL-funded MPS Transport Operational Command Unit, has made more than 1,000 arrests this year, 90 per cent of which were for taxi touting.

Since 2003 officers have made more than 4,000 arrests for touting, and research indicates that the level of touting has reduced in that period. Ends

And this is the bloke that certain black cab drivers and even some private hire drivers attack.

Well done Ken and lets hope that the decent people in both sides of the trade unite to campaign for his re-election next year

·       There are now over 45,000 licensed vehicles on Transport for London's database, making it easier for the Transport operation Command Unit to crack down on touts and their criminal activities, and to monitor the standards of the minicab trade in the same way as that of the more established black cab trade.
·       Safer Travel at Night is a partnership between the Mayor of London, Transport for London (TfL) and the Metropolitan Police Service (MPS), who are working together with organisations across the capital to help make London safer at night by offering more safe travel options - key to this has been the licensing of the minicab industry. 
·       Safer travel at night aims to reduce the use of illegal cabs using traditional police activity and targeting touting hotspots, along with industry regulation, improved late night travel services, and increased public awareness about the risks of using illegal cabs. 
·       The TfL funded Transport Operational Command Unit in the MPS, has a dedicated London -wide Cab Enforcement Unit responsible for enforcing the law relating to taxis and private hire vehicles in London.  The Cab Unit has 34 officers that focus their efforts towards anti-touting activities at key hotspots in and around London and developing enforcement expertise and tactics to ensure maximum impact.
Late night options include:
·       Cabwise - a text service which can provide the numbers of local licensed minicab operators wherever you are in London.
·       For more information on Cabwise including safer travel choices in London, visit: www.cabwise.com 
·       If you're out and about use our text service: just text HOME to 60835 (60tfl) to get the numbers of one taxi and two licensed minicabs operators, in the area you are texting from, sent directly to your phone.
·       Texting HOME to 60835 costs 35p plus standard network charges. The service is not available on 3 and Virgin networks.
FINDARIDE:
·       Passengers can visit tfl.gov.uk/findaride to search for licensed minicab operators in any part of London and book a licensed minicab for later on in the evening.
·       TfL's Travel Information Centre
·       ·TfL's 24 hour travel information call centre can be phoned 24 hours a day on 020 7222 1234 and they can provide information and phone numbers for taxi and private hire services in London.
Marshalled Taxi Ranks
·       ·Late night marshalled taxi ranks have been established in areas of London with busy late night economies. Marshalled Taxi ranks are situated in Bromley, Beckenham, Cranbourn Street, Kingston, Liverpool Street and Romford with marshalled minicab schemes operating in Croydon and Kingston.
In addition to nearly 25,000 black cab drivers in London, there are now more than:
·       2,100 licensed private hire operators (mini cab/ chauffer companies)
·       Over 40,000 licensed private hire vehicles (cars operating within those companies - entire PHV fleet for London)
·       Over 40,000, fully licensed private hire drivers (drivers of the private hire vehicles)
·       People should always use a taxi or book a licensed private hire vehicle if they need a door-to-door service. They should never get into an unbooked vehicle on the street unless it is a licensed taxi (black taxi).
·       All licensed private hire operators are required to keep a record of every booking and this record means that the driver and vehicle for each journey can be traced.
·       The Transport Operational Command Unit, was set up in 2002 to tackle crime and anti-social behaviour on the bus network and illegal taxi touts along with other objectives around efficient movement of buses and congestion, has over 1200 staff including around 400 police, 450 traffic community support officers and 350 traffic wardens.  
·       There are now more than 100 night bus routes serving all four corners of London. Since 2005 every London bus has had CCTV installed and there are now around 60,000 on the fleet of 8,000 vehicles.
·       Bus drivers also have instant access to the London buses control centre, 24-hours a day, though a radio in their cab, where TfL staff work alongside MPS colleagues.
·       Bus related crime has gone down 11% in the first six months of 2007/8. Crime on the Underground has gone down 2% this year.
