what powers does a taxi enforcer have...? as when i questioned one i got a funny look and was told to look it up.

A.......... can he/she search your vehichle without a police officer present.

B.........can he/she pull you over in an unmarked car / van ,with no id on vehichle saying who they are and no police present.

C.........is he/she qualified to check your tyres, lights. are they qualified mechanics
if so what qualification or to what standard.

what qualifications / background does a vehichle inspector have to have?

WHY are we not allowed to be present when the vehicle gets tested?
IS THIS SOMETHING I CAN DEMAND TO BE PRESENT AT....?

Licensing Enforcement Officers only have the power that is given to them by law.
Alas I can't quote chapter and verse to you but I would be most surprised if they can "search your car" though they may be within their rights to check your meter seal and your Fire Ext, First Aid kit and any other equipment specified in your local conditions.
I would say they almost certainly cannot stop your moving vehicle...that is a job for a uniformed Police Officer. However if you were parked up and they came along while you were stationary then that would be a different matter. Lights either work or not, and an obviously bald tyre is a danger to you and your passengers. However when it is near the legal limit it would have to be properly measured to establish illegality and I would think they would call the police if your tyres were borderline.

only the following people have the powers to pull you over or make you stop.

police officer

lollypop man / lady

department of transport

a quick question for you.

why does a lollypop man / lady's round sign on the stick have a black rectangle in the centre of it ?

what should they carry on them at all times?

the 2 things are tied, if you get one you should get the other

LOs never agree to an interview with one of these WITHOUT being accompanied by a rep, preferably GMBPDB one some of them are now in the habit of doing it under PACE, which involves tapinh the interview! You could very quickly dig a very big hole for yourself! be warned!!!!!!!!!!!!!!!!!!!!!!!!!!
