109. TO CONSIDER THE METHOD OF GRANT FOR THE ISSUE OF FOUR HACKNEY CARRIAGE PLATES AS RECOMMENDED IN THE RECENT UNMET DEMAND SURVEY CARRIED OUT BY KNW LTD
The Committee considered the report of the Head of Economic Development and Community Services requesting that the Committee consider the method of granting Hackney Carriage plates and consultation process for the points system.
The Committee considered whether or not more points should be awarded to those people who had previously requested Hackney Carriage Plates four or more years ago. It was noted that although the Council did not maintain lists of those who had applied the Licensing Section did have records of letters sent in by those requesting plates.
The Committee felt that it would be best to consider a further report on the award of points to those who had written in four or more years ago, particularly as some of the applicants had been under the impression that the Council maintained a list. The report should also examine the potential for awarding more points to those drivers who had been in the trade for longer periods oftime.
RESOLVED: That a further report be presented to the next meeting of the Committee on the issue of hackney carriage plates.

9.TRADE REPRESENTATIVES ITEMS AND OTHER HACKNEY CARRIAGE AND PRIVATE HIRE MATTERS
The Committee considered the report of the Head of Economic Development and Community Services recommending that theCommittee consider the method of grant for the issue of four Hackney Carriage plates and consider the systems attached to the report. It was felt that the system proposed at Appendix C was the fairest system as it was the most flexible in terms of the length of time that an applicant had been waiting for plates.
The Committee were informed that the points systems applied penalties to those applicants who sold their Hackney Carriage plateson because this would help to prevent the new plates being sold on as well. It was also noted that the Council had no legal right to prevent the buying and selling of Hackney Carriage plates.
It was noted that the representative of the Hackney Carriage trade was happy with the proposed systems.
RESOLVED:
1. That the system for the grant of Hackney Carriage plates attached as Appendix A to these Minutes be agreed;
2. That a report on the awarding of plates be presented to the next meeting of the Committee;
3. That the questionnaire attached as Appendix B to these Minutes be agreed; and4. That it be agreed to close the taking of expressions of interest for the award of four Hackney Carriage plates with effect from 1 June 2006, but leave open the taking of expressions of interest for any future awards over the next two years.

44.GRANT OF HACKNEY CARRIAGE PLATES
The Committee considered the report of the Assistant Director ofDevelopment and Community Services on the grant of a hackney carriage plate, following Mrs Bates decision to decline the grant of ahackney carriage plate which had been awarded at the meeting of the Licensing Committee held on 24 August 2006.
It was noted that Mrs Bates had declined the plate on the grounds that theHackney Carriage vehicles, London Style Taxis TX1 and 11, were unsuitable for wheelchairs due to the door opening not being wideenough.
It had also not been possible for Mrs Bates to obtain the vehicle in her company’s colours.
The Committee therefore requested that a report on the issues raised by Mrs Bates with the Hackney Carriage vehicles be brought to a future meeting of the Committee. As there was now a spare plate to be granted the Committee agreed to consider the applicants for plates, including their information provided in answer to question 9, which was to beconsidered in private.RESOLVED: That consideration of the applications for Hackney Carriage plates be undertaken in private. |

So reading between the lines, Maidstone had a survey, the survey found enough demand to issue licenses, and then a democratically elected body, looked at a number of options of how to dispose of the licenses.
Yeah, it seems totally unfair

hmmnnn !! who did the survey ? and who paid for the survey ?
was it done by one of these companies that have been found lacking in court over how they did their surveys in the past  |

In respect of what seems to have happened the consultation process seems to have been followed. CC |

that have been contested in a court of law and been deemed as in accurate and thrown out....???? |

One springs to mind in Plymouth....although from memory it wasnt the survey company, but the consultants they brought it, and it wasnt do do with the survey but the questionairre.....from memory anyway.

This thread started with the allegation that the distribution of hack plates was unfair, was it? if so what your ass going to do about it ?
There seems some confusion about the meaning of De-limit and DE-regulate
In London we understand De-Resgulate to mean no licensing whatsoever as was the case until recently for PH.
De-limit we understand to mean no limit on the number of licenses issued. ie. you complete the knowledge and automatically receive a plate.
We have no overall policies on these issues. other than that the trade in the area should decide whether to limit or not, obviously we would oppose de-regulating if that means de-licensing!

Not at all if you read our posts you will see we promote co-operation negotation.We have as of yet have teken no industrial action.We were invited onto the Private Hire Board because they recognised our abilitys to assist the industr, our considerable organisational abiltys, poltical influence,and resources are of benifit to the entire industy. We started in London with no intention of organising out of it, however unions do not refuse requests for assistance from workers elsewhere!We now intend to organise branches nationwide.I think this task presents considerable difficulties, apathy is a religion in the industry,the lowest paid are ALWAYS not organised or poorly organised.
