i am a taxi driver in rossendale, lancashire, im the chaiman off our union we are about 300 strong, and we do ok , our licenssing officer has started negotiations with us on a penalty point system they want to intruduce to the trade, basicaly it would be 3, 5 6, 8 , and 20 points imposed for what they say would be minor infringments, on a 12 month rolling scale. any driver geting 20 points in 12 month would lose there licence, how do we stand legaly and can they do this any help appreciated
