I have been going through the net looking for unlicensed drivers in britain. http://www.the-ratbook.com has a lot of good and upto date information on these subjects. They have spent time on this site collecting info and data on every professional trades person,Sports person,Doctor,Dentist,Lawyer etc etc.

I don't think there are many of those left. Most councils and the police are taking harsh actions against them. What the problem seems to be at the moment is the private hire drivers picking up customers outside clubs and pubs that have no pre-booking arrangements, At least Burnley Council seems to be taking some action.
